Preheat oven to 350 degrees F. Grease a 9x13 inch pan.
Unwrap Caramel Creams and place in saucepan with 2 tablespoons of evaporated milk. Melt over medium to low heat, stirring constantly.
In a bowl combine the remaining evaporated milk, dry cake mix, and melted butter. Stir until well blended.
In the prepared pan, spread 1/2 of the brownie mixture evenly over the bottom of the pan. Bake for 5 minutes.
Remove brownies from oven and cover the first layer of brownies with the caramel, followed by the last of the brownie mix.
Bake for another 10 minutes.
Cool before serving.
